State and Local Finance and Funding in the 119th Congress

Change is coming in 2025, as the US ushers in a new Congress and a new presidential administration. State and local governments need to understand the initiatives federal lawmakers are preparing to tackle in the new year that may impact public finance. The tax code changes that were a part of the Tax Cut and Jobs Act passed in 2017 expire at the end of 2025. While tax-exempt bonds continue to garner bipartisan support, this important financing tool is among many tax code provisions that could be in the mix as the next tax bill is drafted and legislators search for ways to pay for their respective priorities. Other increasingly popular provisions for state and local governments like elective pay tax credits under the Inflation Reduction Act could also come under scrutiny. Legislators will be under pressure to quickly pass a tax package and address the debt ceiling. With this in mind, local governments need to be prepared to make the case for preserving these important funding sources.
