Enterprise Resource Planning (ERP) systems can be difficult. They are challenging technically, time consuming, expensive and often require changes to long-held policies and processes. That potential for change, also provides considerable opportunity. Many governments have been successful and used the ERP project to implement best practices, re-think policies, modernize the way you interact with teammates, utilize data to inform decisions, and find ways to create better more efficient outcomes.

The COVID-19 pandemic and the resulting recession has disrupted many core government functions and delayed a wide variety of projects. It also has exposed weaknesses in many government’s current ERP system or related support structures, and despite the looming recession, many governments are looking at now as the time to upgrade. As governments move to invest in new technologies, take advantage of the cloud, or add functionality, they must also make sure that project budgets are being used effectively and projects don’t repeat the same mistakes as past ERP project failures.

GFOA has been assisting local governments for over 20 years with ERP preparations, procurement, and implementation oversight. This workshop is intended to deliver lessons learned, best practices, and an overall approach for ensuring project success. Using a combination of lecture, virtual group exercises, and discussion using GFOA’s new learning management system, instructors will cover how to set up a project governance structure, establish a project team, identify goals, define requirements, prepare an RFP, evaluate vendors, and negotiate a successful contract. In addition, GFOA will highlight key steps to take to facilitate business process improvements before engaging your ERP software vendor.
