Rethinking Budgeting: Using Rolling Strategic Planning

Following the financial stress caused by the pandemic, GFOA decided a new vision for governmental budgeting was needed. To that end, last year GFOA convened a Rethinking Budgeting working group composed of finance officers from jurisdictions small and large across the country, as well as a handful of academics to balance the perspectives of those charged with performing the functional tasks of budgeting as well as the leading edge ideas in public finance. This webinar is part of a three part series to look at 1) defining the program, 2) using rolling strategic plans, and 3) rethinking public engagement. In the second webinar in our three part series, we'll dive into strategic planning. We live in an increasingly volatile world. However, the traditional strategic planning often is based on an unspoken assumption that the future will look a lot like the past. The unspoken assumptions of traditional strategic planning can be counterproductive to good planning. In this webinar you will learn about principles for a strategic planning process that is adaptive to changing conditions and hear about how these principles can be put into practice.
Learning Objectives:
Explore the limitations of the traditional planning and budgeting process
Learn how to develop a rolling strategic plan that is updated as fiscal and other environmental factors change
